COMMERCIAL SNOW RFP CHECKLIST

Commercial Snow Removal RFP Checklist for Minnesota Properties

A practical commercial snow-removal RFP checklist for Minnesota property managers covering trigger depth, lots, sidewalks, de-icing, hauling, documentation and bid instructions.

Updated September 2026 · JSM Commercial Services

A useful commercial snow RFP gives every bidder the same property facts, operating priorities and pricing assumptions. That makes proposals easier to compare and reduces the risk that the lowest number simply reflects a smaller scope.

The goal is not to make the RFP long. The goal is to make the winter expectations explicit before a contractor prices the property.

1. Identify the property and procurement contact

  • Property name and complete service address.
  • Property type: office, retail, medical, industrial, multi-tenant, campus or other commercial use.
  • Property-management or ownership contact.
  • On-site contact for mandatory walkthroughs.
  • Proposal due date, submission method and anticipated award/start date.

2. Define every surface that should be priced

Attach a site plan when possible and mark the surfaces that belong in the base scope.

  • Parking lots and parking decks where operationally appropriate.
  • Drive lanes and internal roadways.
  • Main, employee, tenant, patient or customer entrances.
  • Sidewalks and priority pedestrian routes.
  • Loading docks, truck approaches and delivery/service lanes.
  • Fire exits and fire lanes.
  • Approved snow-storage areas.

3. State the requested trigger depth or event definition

Do not use vague language such as “plow as needed.” If the property already has a trigger requirement, state it. If it does not, ask bidders to identify the trigger structure they recommend and price.

Keep trigger and response language separate. A snowfall trigger tells the contractor when the contracted scope applies. Response timing, completion expectations and open-by requirements should be addressed separately and accepted in the final agreement.

4. Explain how the property operates

  • Normal business hours and weekend operation.
  • Required or preferred open-by times.
  • Shift changes, delivery windows or high-traffic periods.
  • Priority entrances and access routes.
  • Areas that cannot be blocked by snow piles.
  • Known drainage, refreeze or recurring ice concerns.

5. Break out ice-management requirements

If salting, de-icing or anti-icing is required, identify the surfaces and conditions. Require bidders to explain the pricing unit and what documentation is provided. This prevents one proposal from including treatment while another prices only plowing.

6. Address snow stacking, relocation and hauling

Mark the preferred stacking zones on the site plan. If the property may require relocation or off-site hauling, ask for the authorization process and pricing method. Do not assume hauling is included in standard parking-lot plowing.

7. Request the same pricing format from every bidder

Specify whether you want seasonal, per-event, or both options. If per-event, provide a consistent depth/event table. If seasonal, ask bidders to state any assumptions, caps or exclusions. Separate optional hauling and specialty work from the base amount.

8. Define documentation and communication expectations

  • What service activity should be documented.
  • Who receives service or issue communications.
  • How extra work is authorized.
  • How property changes or blocked areas are reported.

9. Include vendor requirements

Add the insurance, certificate, invoicing, onboarding and safety/vendor-management requirements that actually apply to your organization. Avoid copying requirements from an unrelated RFP if they are not relevant to the property.

10. Require a site walk for complex properties

Large lots, campuses, constrained urban sites, medical properties, industrial facilities and multi-building accounts benefit from a pre-bid site walk. The walkthrough gives bidders a shared view of entrances, storage zones, circulation and operational priorities before numbers are submitted.
